Smithing
Smithing is a two part skill. The first step is taking unrefined ores and making bars. You are able to do this at a smelting furnace.
Here is the list of what smithing level you need to smelt the ores into bars.

The second step to smithing is taking the smelted ores and making armor and weapons with them at an anvil. To do this you will need a hammer, which can be bought at any generl store.
The higher your smithing the better items you are able to smith for that type of bar, and eventually others.

To get a quick temporary 1 level to your smithing and mining you can purchase a Dwarven Stout at the bar in Fallador. This will allow you to possibly smith an item that may have been out of your reach before.
Here is my recommended road to follow when smithing:
Smithing 1-15 - Bronze bars, smithed to whatever items you can make.Smithing 15-30 - Iron smelting and smithing, making whatever items possible.
Smithing 30-68 - Steel, making steel plates when obtainable.
Smithing 68-86 - Mithril plates or steel plates.
Smithing 86+ - Steel, mith or addy plates, Rune if looking for a good profit.
